摘　　要：国家助学贷款的风险控制与管理是其可持续发展无法回避的问题",河南模式"对此进行了卓有成效的探索。该模式运行六年状况良好,但也存在高校惜贷、贫困生认定难等问题,需完善政府对高校的激励约束机制,构建贷款豁免制度和高校对院系的激励约束机制。本文提出构建科学的考评指标体系、合理应用考核结果、及时兑现承诺、对还款期内出现重大伤残事故的借款人实行贷款本息减免等策略。The risk control and management of Government-subsidized Student Loan（GSSL） is an unavoidable problem to its sustainable development.Henan mode of GSSL has made effective exploration on this issue.After six-year well-running of Henan mode,we must resolve some difficulties in credit stinting of higher institutions and the recognition of needy students,perfect governmental incentive and restraint mechanisms for higher institutions,and construct loan exemption system and institutional incentive and restraint mechanisms for colleges and departments.Some suggestions are put forward as follows： constructing a scientific evaluation index system,reasonably applying evaluation results,timely keeping the promise,carrying out the exemption of debt and interest for the students with serious disability incident during the payment of GSSL.
