摘　　要：码率控制算法的性能直接影响视频通信的质量。根据小波视频编码器的特点，提出了一种基于率失真的码率控制算法，给出了I帧根据缓冲器的容量分配固定的比特数的策略；提出了基于率失真的P帧的码率分配策略，实验效果验证了所提出算法的有效性。The performance of rate control algorithm significantly affects the quality of video communication. According to the characteristics of wavelet video encoder, propose a rate-distortion-based rate control algorithm. The aLlocation strategy is on the basis of buffer capacity for intra frame which is allocated fixed bits, and based on rate-distortion for inter frame. Simulation results show the proposed algorithm is effective.
