新型农村合作医疗和财政补贴对我国乡镇卫生院发展的影响

摘　　要：对我国乡镇卫生院2004～2010年实施新型农村合作医疗(简称新农合)后的发展状况进行实证分析,从新农合补偿受益人次与卫生院医疗服务情况、乡镇卫生院盈余及净资产方面探讨新农合和财政补贴对乡镇卫生院发展的影响。得出结论,新农合虽然促进了乡镇卫生院的发展,但乡镇卫生院的发展仍需要财政或上级的经费补偿,最后提出部分建议。According to the empirical research of the impact of the New Rural Cooperative Medical Scheme on Township Health Centers＇ development during 2004 -2010, from the number of beneficiaries from reimbursement and medical service condition, surplus of Township Health Centers and net asset, the effect of New Rural Cooperative Medical Scheme and fiscal subsidies on Township Health Centers＇ development was discussed. It was concluded that although the New Rural Cooperative Medical Scheme have promoted Township Health Centers＇ de- velopment, the Township Health Centers still need subsidy income of financial or competent authorities, finally, some suggestions were put forward.
