统筹湖北省城乡医疗保障制度的基本设想

摘　　要：医疗保障的城乡统筹，是指在医疗保障制度的设计和运行中，打破城乡＂-JL结构，构建覆盖城乡全体居民的一体化医疗保障体系。湖北省城乡医疗保障制度存在城乡失衡、异地就医结转困难、成本高效率低下等问题。因此，城乡医疗保障制度需要在筹资、支付、管理等方面进行统筹衔接，在人员身份、居住地点变化时，实现医疗保险关系的转换、接续和转移，并且应该将城镇职工基本医疗保险、城镇居民基本医疗保险和新型农村合作医疗三项制度逐步整合为统一的基本医疗保险制度。The coordination of urban and rural medical insurance means to build an integrated medical in- surance system in the design and operation of medical security system by breaking the urban-rural dual structure, and it covers all urban and rural residents. There are some problems existing in Hubei urban and rural medical insurance system such as imbalance between urban and rural areas, carry-over problems in remote medical treat- ment, high cost and low efficiency, etc.. Therefore, it needs an overall convergence in financing, payment and management to realize the transformation, continuation and transfer of the medical insurance relation when peo- ple＇s living place and identity have been changed. And we should integrate basic medical insurance system for urban employees, basic medical insurance for urban residents, and new type of rural cooperative medical care system into a unified basic medical insurance system.
