农村体育公共产品供给制度创新的宏观视角与非均衡创新路径——基于12省市农村基层的调研考察

摘　　要：通过12省市农村基层的调研考察,从供给制度的统筹思路、政府体育职能科学定位、建立理性需求与偏好表达机制等角度提出了我国农村体育公共产品供给制度创新的宏观视角。最后讨论了其非均衡创新的路径,具体包括:重视非正式供给制度的"先验"引导与非均衡变迁;制度"非中性"和供给制度"公平与效率"的非均衡创新;建立政府主导、兼顾多元化的非均衡筹资制度;构建农村学校体育优先的非均衡供给序列制度;推动基于资源禀赋差异的非均衡动态制度创新。Through regional primary investigation in 12 provinces or cities,China＇s rural public sports products supply system innovation of macro-perspective was proposed from the supply system as a whole train of thought,government sports function of scientific orientation,and the establishment of the rational demand and preference expression mechanism.Finally the unbalanced innovation path was discussed,including： informal supply system ＂a priori＂ guide and unbalanced changes;system＂ neutral＂ and the supply system ＂fairness and efficiency＂ unbalanced innovation;to establish a government-led,both a plurality of unbalanced financing system;construction of rural school physical education priority non balanced supply sequence system;promote based on the difference of gift of resource of non equilibrium dynamic system innovation.
