摘 要:管理的两难困境从科层的角度分析,实质上是由于个人价值观与社会价值观存在冲突,个人对自我利益的追求与组织的效率之间存在某种张力,市场失灵与科层失灵的出现使社会管理陷入"两难困境"。研究表明,将传统管理理论中的管理思想经过分析整理,整合在一个合作的理论框架之中,并用合作博弈论分析解决了社会管理的现实问题,通过合作可以使管理者走出管理困境,使博弈者达到利益的均衡。The article Complies with a administrative dilemma difficult position from the bureaucracy point. The essence is there is some tension between the individual who go after for his benefit and the group efficiency in team since there are some different values between individual and society. In other words. When there is "market failure", people turn to bureaucracy; but sometime there is "bureaucracy failure", leading to a administrative dilemma difficult position. That representative incentive system has no way to make individual and organization have the same target, only lead to a stable poor efficient balance. Inevitably sometime the manager s decision is a stable poor efficient balance. In this paper, the writer conforms the central thoughts of traditional management theory to a principle frame according to the logic of cooperation. In the analysis of society management by game principle, it finds that the relation between two people is a benefit game. For the sake of benefit balance, it is necessary to solve the management difficult position by repeated games or full cooperation game.
