摘　　要：在选择处理西部生态维护与经济发展之关系的策略和路径时,应当深入到西部民族地区内部研究相关问题,进而根据某一特定区域的经济、环境与社会发展的现状以及自然环境的承载力,确定适当的发展目标,适宜于发展经济的就将经济价值追求作为主要目标,否则,就应将环境价值作为发展的主要目标;应当将生态问题作为经济发展的内生因素,将生态维护纳入到经济发展规划之中,制定统一的生态经济发展规划,建立合理的生态经济核算体系;应当从全国性的战略高度来认识西部民族地区的生态与经济的协调发展问题,重视其生态屏障地位及其对整体的生态价值贡献,使西部民族地区尤其是生态脆弱区能依据其生态价值贡献而获得应有的经济收益。Western ethnic minority areas is an important ecological protective screen,and also an area with rich resources in China.Seeking an approach to resolve the contradictions between environment and economic development to achieve 'win-win' has great significance.However,from an effectiveness perspective since the implementation of China's Western Campaign,this issue has not been properly coped with.Its main root cause is that the relationship between Theory of 'Two-point' and 'Key-point',that between 'whole' and 'part',and that between 'endogenous' and 'exogenous' has not been coped with by both the theorists and practitioners on the relationship between ecological protection and economic development in the western.Therefore,the traditional concepts of theory and practice are required to be changed.In the choice of strategy and approach to deal with the relationship between the ecology and economic development,the related problems should be investigated penetrating into western ethnic minority areas.And then,the appropriate development goals have to be set based on the status of a particular region's economy,environment and social development and on the capacity of natural environment.If it is suitable for economic development,the pursuit of economic value would be the main objective.Otherwise,the environmental values should be the main objective of development.As an endogenous factor of economic development,ecological protection should be put into the economic development planning.It is also necessary to formulate a unified plan for eco-economic development and to establish a rational ecological economic accounting system.Coordinated development of the economy and environment in western ethnic minority areas should be understood from a national strategic perspective.The status of ecological protective screen and the contributions of ecological value to the overall need to be attached importance to,for the economic benefits to the western minority areas,especially to some areas of ecological fragility,according to t
