摘 要:疆域辽阔、人口众多,自古以来都是中国最基本的国情,也是中国古代在地方行政管理中所必须面对和处理的首要问题。历代中央派出机构正是为了解决这一问题而出现的。这些派出机构,在设立之初,无一例外都起到了维护中央集权、加强地方监控的作用;其后期演变直接影响到了王朝的衰亡形式,或者因集权而产生地方势力,导致国家分裂和长期的战乱,或者因分权而使地方行政无力,导致国家亡于异族之手,并使整个中国历史呈现出阶段性和规律性的特征;其最终的历史走向,又导致统县政区发生变化,使之呈现出变动不居的特点。凝结在历代中央派出机构之上的政治智慧、历史经验和教训,至今仍能给我们提供一些有益的启示。Vast territory and large populations are the basic national conditions of China since ancient times,and also the primary problem which local administration must face and deal with in ancient China.Successive dispatched agencies of the central government were created to solve these problems.In the beginning,these agencies played a role in maintaining centralization and strengthening local monitoring.Its later evolution had a direct impact on the form of the dynastic decline,or generated local forces by centralization,leading to long-term national division and war,or leaving local administrations weaker because of decentralization;the country was overrun by foreigners,which made the whole Chinese history show the characteristics of stage and regularity.Its ultimate historical trend has led to changes of the county-level district,so that shows the characteristics of flux.
