摘　　要：国家助学贷款对于帮助贫困学生获得平等的教育机会并使其完成学业,以及促进社会和谐发展起着重要作用。但是近年来国家助学贷款发展存在贷款管理混乱、违约率高、政策法规不健全、资金来源单一等问题。因此针对融资渠道单一等问题,提出了发行助学贷款特别国债和助学贷款资产证券化的创新构想。National student loan plays an important role for poor students to get equal education opportunities, fulfill their studies and promote the harmonious development of society. However, in recent years, there are many problems existing in the development of na- tional student loan such as the confused management, high default rate, imperfect policies and regulations, as well as single capital source. In accordance with these problems, this article presents the creative conceptions of issuing special national debts and asset securitization of student loan.
