摘 要:在分析了南京市科学配置医疗资源的现状与实践的基础上,总结了提升卫生服务能力所面临的困难和挑战。在推进改革的进程中,南京市从修订医疗机构设置规划入手,优化卫生资源配置,引入竞争机制,推动城区二级医院转型;通过创新驱动,实施"三名战略",提高医疗卫生整体服务水平;通过加强基层医疗卫生服务、公共卫生和应急能力建设,关口前移,重心下沉,打造"十五分钟健康服务圈",探索公立医院运行机制改革的新思路。Through analyzing the status quo and practice of scientific allocating medical resources, the difficulties and challanges of improving health service ability are summarized. In the process of promoting the reform, Nanjing City perfects medical resource allocation, introduces competition mechanism, and promotes the second level hospital trans- mission through verifying allocation plan of medical intuitions; implements "Three Famous Strategies" to enhance the whole medical and health service level through innovation; makes the processes forward, pays attention to the township clinics development, and creates "fifteen-minute health service circle" to explore the new thought of public hospital operation mechanism.
