农业灌溉活动中农户和政府行为研究——以山西雁北地区为例

摘　　要：以山西雁北地区相关灌区为研究对象,应用多元排序选择模型,选取影响灌溉活动的主要因素,即节水灌溉技术投入、农业水价、政府补贴、水权和用水者协会这五个方面对灌溉活动中农户和政府行为的影响效应进行分析、排序,可以发现:水价和政府补贴对农户和政府效用的影响最大,远大于灌溉技术、水权交易和用水者协会的影响,且农户个人行为的优化对增进社会福利的贡献度大于政府行为的贡献度。With the irrigated areas around Yanmen in Shanxi as the research object,analysis of influencing effect of the farmer＇s and government＇s conducts in irrigation has been made by taking such main influencing elements on irrigation as investment of water-saving irrigation technology,agricultural water price,governmental allowance,water right and association of water users according to the multi-element sequencing model.The results of analysis show that the water price and governmental allowance are much greater than irrigating technology,exchange of water right and associations of water users to influence the farmer＇s and government＇s conducts.Moreover,an optimization of the farmer＇s conduct contributes more than government＇s to promotion of social welfare.
