摘 要:目前,社会各界主要提出放松盐业管制、坚持食盐专营和强化食盐专营三种盐业体制改革主张。文章基于"管制治理—管制激励—管制绩效"的管制制度分析范式,采用规范分析与实证分析相结合的方法,运用新制度经济学理论、代理理论和福利经济理论等,通过对以上三种管制改革路径的分析,认为盐业社会性管制不可行、食盐专营制度不可续、国家专营制度不可取,筛选出我国盐业管制制度的次优改革路径——盐业特许投标制度,并设计出激励兼容的特许投标政策和特许投标治理体制,以期为我国盐业体制改革提供智力支撑和决策参考。Currently, there are three views on salt system reform and respectively all circles propose to relax the salt regu- lation, or adhere to the monopoly management or strengthen the monopoly system. However, this author argues that the social regulation is not feasible, the monopoly system can not be sustainable and the national franchise system is not desirable, so the franchise bidding system could be a good choice with its incentives and franchise bidding policy and governance system de- signed by this paper providing intellectual support and decision-making reference for the government. It's based on the analysis on paradigm of "regulatory treatment -regulatory incentives-regulatory performance" by employing the method of both normative and empirical analysis, and by using the theories of new institutional economics, agency and the welfare economics, Thus, it helps to provide intellectual support and decision-making for China's salt industry reform.
