摘　　要："大而全"的发展模式导致我国软件和信息服务外包产业存在恶性竞争和资源浪费,各区域核心竞争力偏低,整体国际竞争力不高,而差别化发展是解决这些问题的最佳途径。从整体出发,利用偏离-份额分析方法剖析了各个区域的产业结构情况、比较优势产业、专业化方向以及产业发展前景,并据此为软件和信息服务外包产业的"共赢"提出了差别化发展对策。The model of＂to be large-scale and comprehensive＂causes such problems like malignant competition and waste of resources.Besides,industrial core competitiveness of each area and international competitiveness cannot make a progress.The best way to solve these problems is differentiated development.From a perspective of whole country,this paper calculates and analyzes the industry structure,comparative advantage,professional direction and industrial prospect by the method of Shift-Share,and with these results,it summarizes appropriate recommendations to the development of soft and outsourcing of information service.
