摘  要:成功实施军事供应链制度的关键因素,在于完善的军品供应商供应绩效评价机制.为此,在分析军品供应商评价多准则指标体系的基础上,针对不同特性的准则会产生确定值、区间值以及语义值等异质评估信息的问题,提出了使所有决策者的评估信息转换为二元语义变量的一致化方法.随后,以产品全寿命周期为策略,结合模糊信息,利用熵值最大化算法得到各准则的优化权值向量,运用修正的语意顺序加权平均算法整合各准则,建立供应商整体供应绩效评估算法.计算实例表明该方法可对供应商绩效作出有效评估并能提供更丰富的决策信息.The key factor for success in practicing the military supply chains is the perfect mechanism of measuring supply performance of suppliers. So, based on the analysis of military products suppliers selection index system, aiming at the heterogeneous evaluating information of different characteristic criteria such as certainty equivalent, interval vahle and 2-tuple linguistic, provide an unifier method to switch all the evaluating information to 2-tuple linguistic information. Then, based on the product life cycle and integrated with fuzzy number, the measurement model for supply performance is constructed, in which the optimal weight vector of each criteria is found by the max operator of entropy and the arithmetic for the conformity of all criteria is the modified linguistic ordered weighted averaging (MLOWA) operator. Finally, a numerical example is given to carry on the confirmation to the practicable method and can provide more valuable information on decision-making.
