摘　　要：城乡分割、制度分设、管理分离导致了城乡医疗保障发展的二元格局,统筹城乡医疗保障发展成为应势之需,当务之急。在明晰政策取向的前提下,通过创新制度模式,健全管理体制、规范运行机制、优化资源配置,促进公共卫生服务均等化,确保城乡医疗保障统筹事业的健康、稳定、快速发展。The urban-rural split situation,the divided system and the separated management of medical insurance in urban and rural areas have led to the dual patterns of the medical insurance of urban and rural areas.It is very necessary and imperative to unifying medical insurance as a whole in urban and rural areas.In the premise of clear policy,in order to promote equalization of public health services and to ensure the whole medical insurance get healthy,stable and rapid development,it is suggested to take measures such as innovating system model,improving management system,standardizing operating mechanism,and optimizing the allocation of resources.
