我国政府信息公开立法的两种风格——基于《政府信息公开条例》与地方规范的文本分析与比较

摘　　要：通过《中华人民共和国政府信息公开条例》(以下简称《公开条例》)和其颁布前26部地方法律规范的8个方面比较,《公开条例》明显带有政务公开的风格,而地方规范则更接近于知情权保障之下的政府信息公开的风格。我国政府信息公开法律规范的整体发展方向应以地方规范为蓝本。By making a comparison on the eight aspects between ＂Regulations of the People＇s Republic of China on the Government Information Publicity＂ and twenty-six local legal norms,we can find that the former possesses the style of making government affairs public while the later possesses the style of making government affairs public under the background of guaranteeing right to know.The style of local legal norms should be the model to all of legal norms about government information publicity in China.
