摘　　要：现行的内湖流域环境管理体制具有典型的属地性、条块性和浓厚的行政色彩,无论是管理机构的设置、职权的配置,抑或各机构之间协调,都存在诸多问题。应按照重点突破、整体推进,先行先试、立法跟进的基本要求,通过加强管理机构建设,建立激励、约束和公众参与机制,推进区域生态环境的公共治理。The current system of environmental management within the lake basin has a typical characteristic of locality,compartmentalization and administration. There exist many problems not only in the establishment of management structure, the disposal of the functions and powers, but also in the coordination among different agencies. The system should be in accordance with the ideas of breakthroughs in key areas, overall push, testing first and legislation next, and then implementing the principles of comprehensive decision - making on environ- ment and development, efficiency and public participation, in order to promote the public governance for regional eco - environment.
