摘　　要：美国图书馆政策的发展经历了1956年以前的初步发展阶段、1956-1992年的形成体系阶段和1993年以后的继续完善阶段。美国图书馆政策以其多元化政策制定主体、严格的政策制定程序、完善的政策实施机制和科学的评估形式构成了图书馆政策制定与实施良性运行的过程。参考文献15。The development of American library policies experienced the preliminary development stage before 1956, system forming stage from 1956 to 1992 and continuing improvement stage after 1993. American library policies with multiple policy-making bodies and strict processes of policy-making, perfect policy implementation mechanisms and scientific evaluation forms constitute the sound operation process of the formulation and implementation of library policies.
