摘　　要：应对利比亚战事乃至大中东变局,中国应在大周边战略的指导下,积极稳妥地参与利比亚战后重建,妥善应对西方的战略东移带来的新压力;应积极着重分析利比亚剧变产生的社会性原因,突出强调社会改革在维护中国国家安全和社会稳定方面的战略性意义;应关注新媒体给国际关系带来的颠覆性影响,推动中国特色的公共外交体系的制度建设、资源整合和观念革新,有效应对与化解西方的软实力渗透。Facing Libya War,even with upheaval in the Middle East,under the backgroun of macro-periphery strategy,China should cope with new pressure from strategic shift to the east of western countries appropriately;analyze the social reasons resulted in Libya upheaval;highlight the importance of social reform in maintaining China＇s national safety and social stabilization.China should pay close attention to new media＇ disruptive influence on international relations,push forward system construction,resource integration and concept innovation of public diplomacy with China characteristics,dissolving the penetration of soft power from the west.
