网络群体性事件中理性公众舆论的建构

摘　　要：公众舆论对于政党及政府获取政治权威及执政合法性地位具有至关重要的作用,是政府进行政治治理及政策调整的重要依据。本文指出,公众舆论影响网络群体性事件的发生与化解,网络群体性事件中公众舆论主体呈现群体极化倾向和从众化特征,舆论客体呈现相对集中化特征。理性公众舆论具有信号灯预警功能和监督机制功能,有助于网络群体性事件的防范与化解。网络群体性事件中理性公众舆论的建构可以通过三个方面的措施实现:健全网络管理制度,净化网络环境,提升公众责任意识、法律意识;建构文化精英舆论引导,社会公众话语主导模式;加强舆论监督,建立政府、媒介与理性公众舆论三者健全的结合机制与互动机制。The public opinion which had played a vital role in obtaining political authority and legality of its ruling party status was the important basis for putting up political governing and policy adjustment.The article indicates that the public opinion affects the happening and solving of the Internet mass events,the subject of the internet mass events took on a tendency of polarization and characteristics of conformity,the object took on the characteristics of relative centralization.The rational public opinion has the function of warning and supervision mechanism,and helps the precaution and solution of the internet mass event.The construction will come true through three aspects： to improve the management system,to purge network environment,to promote responsibility and legal consciousness;to construct the opinion guide of cultural elite and the dominant model of the public words;to improve the supervision of public opinion,to establish the integration and interaction mechanism of relationship of the government,the media and the rational public opinion.
