摘　　要：当前,黑龙江省农村重复信访人员的原因是,我国司法体制存在弊端及缺乏公平有序的法律服务市场,基层人大职能没有得到充分的发挥。预防和减少黑龙江省农村重复信访人员,政府应指导建立公平有序的法律服务市场,引导涉诉信访人员通过法律渠道维护合法权益,充分发挥基层组织特别是基层人大的能动作用,深入开展法制宣传教育,不断提高全民法律素质,增强依法办事和依法保护自身合法权益的能力和水平,正确应对各种矛盾纠纷。The abuse of legal system, lack of fair and orderly legal service market and inadequate function of local people＇s congress result in repetitive Letter and Visit from the countryside. To prevent and reduce repetitive people for Letter and Visit from the rural areas, the government should help build a fair and orderly legal service market; guiding complainers involved in a lawsuit to guard their rights through legal approaches; making local authorities, especially the people＇s congress at local level, play a positive role; carrying out profound legal publicity and education to improve the legal quality of the whole nation; reinforcing the ability to act and protect one＇s rights by the law; and coping with conflicfions in proper ways.
