“反公地悲剧”与我国遗产旅游地管理体制改革

摘　　要：我国遗产旅游地几乎同时存在"公地悲剧"和"反公地悲剧"现象。"公地悲剧"现象造成了遗产资源的极大破坏,使得遗产资源的保护目标没得到更好实现。"反公地悲剧"现象的存在是造成我国遗产旅游地开发不足、资源利用受限,遗产资源展示价值的目标无法实现的根本原因。本文分析了我国遗产旅游地"反公地悲剧"表现形式,并运用博弈论的分析方法,对遗产旅游地管理体制提出了改革建议。There is ＂tragedy of commons＂ and ＂tragedy of anticommons＂ phenomenon at the same time in China′s heritage resorts.The ＂tragedy of commons＂ phenomenon has leaded to great destruction of heritage resources and not achieved the protection target of heritage resources better.And ＂ tragedy of anticommons＂ phenomenon is the underlying causes causing the inadequate development,the limited utilization and a missing demonstration of heritage resorts.This paper analyzes China′s heritage tourism form of expression of tragedy of anticommons,and proposes reforms advice on management system of heritage tourism by using game theory analysis.
