摘　　要：文章针对流域水资源保护执行层面及管理实际的需要,在深入分析流域水功能区限制纳污制度的概念要领、基本框架、执行要点等基础上,对未来一个阶段制度实施的基本流程及特点、条件差距、重点准备及行动安排,给出了较清晰的工作指向。According to the demand of watershed water resources protection and management,the paper analyzes the concept essentials,the basic framework and the main implementation points for the watershed water function area pollutants restriction system and puts forward the clear work direction for the basic flow,characteristic,condition difference,important preparation and action arrangement of the system implementation in the future.
