摘  要:现行的"航海学"五项适任评估方法效率较低、评判有较大的随意性、过程存在不可追溯性、评估标准的执行不尽相同和缺乏保证考试公平公正的手段等,不能适应新的评估规范要求。为了满足STCW公约及《中华人民共和国海船船员适任评估大纲和规范》(下文简称"规范")的有关要求,研究STCW公约及海事局颁布的新的评估大纲和规范,针对"航海学"课程中航线设计与海图作业两项适任评估考试项目,提出利用计算机技术实现该项适任评估项目的无纸化考试方法,建立"航海学"船员适任评估CBT系统设计原则和初步设计方案。Seafarer Competency Assessment (SCA) is an effective mean of improving the practical capacity of seafarers, and plays an irreplaceable role in improving the seafarer' s quality and reducing traffic accidents at sea. "The People's Republic of China seafarer competency assessment framework and standard" which begin to implement on Jan 1 2010 puts forward new requirement to assessment subject, assessment content and assessment methods ere, but the assessment methods of five subjects related to "navigation" has been graduaUy emerging out of some new problems, which focused on low efficiency, leaving room for discretion as judging, non-retroactivity of the assessment progress, the different implement of standard, no methods to ensure fair etc. In order to meet the requirement of STCW and the new assessment framework and standard, this paper proposes the paperless test method that is archived by making use of computer technology and give out the preliminary design scheme of the CBT system of Seafarer Competency Assessment in "Navigation", based on the study of STCW and "The People's Republic of China seafarer competency assessment framework and standard" issued by the Maritime Safety Administration, and the study of the two assessment subjects of "Passage Planning" and " Operating Chart" in "Navigation"course.
