摘 要:[目的]对我国干旱地区区域间虚拟水贸易策略进行研究。[方法]以与水资源关系最为密切的粮食生产为例,运用机会成本和比较优势理论,将水资源纳入经济增长、粮食安全、提高人民福利等一系列国家宏观目标下构建模型,对虚拟水贸易策略的有效性分析验证,并提出我国干旱区域实行虚拟水贸易的相关建议。[结果]水资源短缺的地区可通过实施虚拟水战略生产需水量较低的产品,并与水资源丰富地区交换水资源密集型产品而获益,但前提是水资源丰富地区水资源密集型产品的生产技术较缺水地区更高,这样该地区才有足够的驱动力参与到水资源短缺地区的虚拟水战略中,从而通过贸易的方式提高彼此收益,缓解水资源短缺地区的水资源短缺以及生态破坏等问题,促进其经济协调发展。[结论]该研究为解决我国干旱地区的水资源短缺问题提供了科学依据。[Objective] The aim was to analyze the virtual water trade in drought area in China.[Method] Taking crops production which was related to water resources and by dint of opportunity cost and comparative advantage theory,water resources have been included into a series of national macro objective models,such as economic growth,crops safety,and increase of people's well-fare.Virtual water resource strategy was verified effectively and relevant suggestions on virtual water trade in the drought area in China were proposed.[Result] Places where water resource was limited can use virtual strategy to get low water demand products and change products with water-affluent places.But the premise was that the production technology of water-intensive-products in water-rich area was higher than the limited-water area,so that there can be adequate drive force involved into virtual water strategy program and enhance each other's benefits through commerce and ease water resources shortage and ecological destruction problem and stimulated economic development.[Conclusion] The study provided scientific basis to solve the water resources shortage problem in China.
