摘　　要：分析了山东半岛蓝色经济区蓝色农业发展的现状及存在的问题,对三螺旋模型的互动机理围绕区域创新系统的构建进行了深入探讨,应用"大学-产业-政府"三方良好的互动关系,对蓝色经济区蓝色农业产业集群的创新体系进行设计,提出从蓝色经济区整体出发进行布局,沿海各市错位发展,避免区内过度竞争;建立科研共享机制,整合利用区内创新资源;逐步转变政府职能,实现市场机制主导的集群发展。The paper makes analysis on the blue agriculture development status quo and problems of Shandong Peninsula Blue Economic Zone,makes future research on the construction of regional innovation system based on the interactive mechanism of the three spiral model.By the application of the three good interactive relationship of ＂University-Industry-Government＂,the blue agriculture industry cluster innovation system in the Blue Economic Zone is designed,and countermeasures are raised,that is layout from blue economic zone,the dislocation development of all coastal cities,avoiding excessive inner-zone competition;establishing sharing scientific research mechanism to integrate and use area innovation resources;and gradually changing government function to realize the market mechanism dominant cluster development.
