生态化技术创新的制度建构——基于科技型中小企业技术创新基金的研究

摘　　要：风险社会下,技术创新呈现出生态化转向的趋势,而制度建构对这种趋势的形成起到了重要的推动作用。但制度建构不是随意的,它建立在文化与结构的双重基础之上。其中,技术创新的价值取向奠定了制度建构的文化基础,而结构的力量、结构调整的意图又贯穿于制度建构的始终。借助制度建构,将生态化定位为技术创新的必然要求,从而对技术创新的方向起到牵引作用,并推动产业结构的调整与优化,最终促进技术、经济、社会的协调发展。我国科技型中小企业技术创新基金运作的案例,正是借助支持领域、支持重点等一系列制度安排,将生态化理念带入技术创新的具体行动中,展现了制度建构生态化技术创新的路径、基础及绩效,是生态化技术创新制度建构的典范。In risk society,technological innovation shows the turning of ecologicalization.In this turning,system construction plays an important role.However,the system construction is not freely.It is based on a double foundation of culture and structure.On the one hand the value orientation of technology innovation lays the cultural foundation of system construction,on the other hand structural strength and the intention of structural adjustment run through the whole way of system construction.With the aid of system construction,ecologicalization becomes the inevitable requirement of technological innovation.It leads the direction of technological innovation,promotes the adjustment and optimization of industrial structure,and ultimately contributes to the coordinated development of technology,economy and society.The case of Innofund is a fine model.With a series of institutional arrangements,it introduced the ecological idea into technical innovation,and showed the path,the foundation and the performance of the system construction in ecological technology innovation.
