摘 要:为缓解金沙江攀枝花河段上游观音岩水电站下泄非恒定流对攀枝花市的影响,合理开发利用攀枝花河段的水能资源,迫切需要在该河段内修建反调节梯级。在《长江流域综合利用规划》和《金沙江中游河段水电规划》指导下,结合该河段特点和开发要求,通过比较一级和两级开发方案的综合技术经济指标,确定了金沙(1 021 m)+银江(998.5 m)两级开发方案。基于该方案,该河段的水资源可得到综合利用,并可实现流域地区经济社会的可持续发展。It is urgent to construct reverse regulation stations to reduce the impact of unsteady flow released from Guanyinyan Hydropower Station located on Panzhihua reach of Jinsha River, as well as make full use of hydro energy of the reach reasonably. Under the guiding principles of Planning of Comprehensive Development of the Yangtze River Basin and Hydropower Planning of Middle Reaches of Jinsha River, the two - stage development program of Jinsha River (1021m) + Yinjiang River(998.5m) is determined by considering the characteristics and development requirements of the reach and comparing the comprehensive tech- nological and economic indicators between one - stage and two - stage programs for cascade development. Based on the program, the water resources of the reach can be utilized fully, which can realize the sustainable development of regional economy and society of the river basin.
