摘　　要：2004-2008年辽宁省的科技实力在全国排名第8,科技实力指数有所下降,与排在第7位的山东省的差距明显扩大,由第一梯队降为第二梯队。主要原因是科技发展水平有所下降,企业创新能力由第2位降为第14位,科技产业化能力由第9位降到第12位,科技直接产出由第7位降到第10位,科技基础有所弱化,排名由第8位降到第11位,科技机构数量增长缓慢,每万人口中拥有国有企事业专业技术人员数有所下降,科技投入增长相对缓慢等。为了扭转这种局面,要巩固企业创新主体地位,增强企业创新能力;加大科技人才投入力度,营造有利于人才成长的环境;培育和完善技术市场;拓宽资金投入渠道,优化投资结构;政府提供政策支持,推进高技术产业、先进装备制造基地健康发展。Liaoning Province＇ s strength in science and technology ranks 8th from 2004 to 2008. The index of the strength in S＆T has decreased. The gap between Liaoning Province and Shandong Province, which ranks 7th, has been widened. The rank of Liaoning province drops from the first level to the second level. The main reason is the slowdown of the development in S＆T. The rank of innovation ability of enterprise has fallen from 2th to 14th. The rank of the industrialization ability has fallen from 9th to 12th. The rank of direct output of S＆T has fallen from 7th to 10th. The rank of the foundation of S＆T has fallen from 8th to 1 lth. The numbers of R＆D institution grow slowly. The numbers of S＆T personnel per 10000 reduce. The investment in S＆T grows slowly. The counter plan for changing the situation is to make the enterprise a innovation subject, enhance the innovation ability of enterprise, increase the input of S＆T, build environment for talents growing, perfect the technology market, broaden capital investment channels, optimize investment structure, and promote the development of high technology and advanced equipment manufacturing industry with policy.
