农村大学生土地流转与水库移民安置结合机制研究

摘　　要：在分析现有国内外农村水库移民安置过程中土地取得方式利弊的基础上,结合我国现有移民法律政策及移民安置实践经验,为农村水库移民安置解决承包地问题提供新途径。采用理论分析法、文献资料法,根据农村大学生土地流转和水库移民安置两者的各自特点及相结合的需要,设计出"移民-农村大学生"和"农村大学生-国家-移民"两种土地流转模式。结果表明,农村大学生土地流转和水库移民安置相结合,能够实现国家、业主、移民、农村大学生四方利益共赢;同时该模式可以避免我国现有土地调整、土地开发等方式解决移民土地问题的弊端,实现大学生承包地与移民之间的有效配置,增进社会福利。Using the methods of theoretical analysis and documentation, and based on the characteristics of land circulation of both rural college student and the reservoir resettlement as well as the need for their combination, this paper designs two circulation modes of land circulation, that is, th student-state-re-settler＂, along with specific countermeasures and suggestions for the solution e mode of analysis to the pro ＂re-settler-rural college student＂ and the mode of ＂rural college and detailed introduction, and puts forward corresponding blems that might be encountered. The conclusion shows that the combination of land circulation of rural college students with the reservoir resettlement will help to ensure the benefit of the state, the owners of project, the re-settlers and the rural college students. The mode could also help to avoid the disadvantages in resolving the same problem by means of land readjustment and land exploitation and promote social welfare.
