生态地区发展动力机制及其优化调控研究

摘　　要：针对主体功能区在空间上均衡发展,尝试以区域发展脆弱性最小化为目标的空间均衡发展模式,初步构建起脆弱性评价指标体系和动力学模型,通过动力机制、脆弱性以及优化调控试图区域发展脆弱性最小化,并以生态地区太白县作为典型案例。结果表明:增加生态基础投资力度、促进技术进步将提高太白县的生态建设水平,使生态环境效益和经济效益快速增长;同时技术进步使生态经济发展的竞争力不断提升;并且采取有利于环境保护的政策,加大环境治理力度,不仅不会降低产出,还会减缓产出扰动度,利于生态经济的可持续发展。Balanced development for the main function space, try to minimize the vulnerability of regional development into the goal space are model of development, initially built up a vulnerability assessment system and the dynamic model, through the power mechanism and optimal adjustment of the vulnerability of space trying to balance, and ecological region Taibai as a typical case.
