安徽省60年治淮方略的演变历程及经验梳理

摘　　要：安徽省60年以来的淮河治理包括3个阶段:第1阶段重在防堵(1951～1970年),第2阶段小流域治理(1971～1990年)和第3阶段全流域综合治理(1991～2010年)。全面梳理60年来安徽治淮历程,认为应站在人类未来生存发展战略的高度,认识治淮,思考治淮;流域上下游应发扬团结治水精神,综合治理,形成合力;应统筹考虑水资源利用与防洪治污,治用并举,走可持续发展之路;应重构人与自然的关系,化解人水争地的矛盾,退地还河,还田于水;继续坚持全面规划,统筹兼顾,标本兼治。The Huaihe River regulation in Anhui included three stages： first,block prevention（1951-1970）;second,small area treatment（1971-1990）;third,comprehensive treatment（1991-2010）.Through summarizing the over 60 years＇ regulation of Huaihe River,it was learned that we should stand on the height of future development stage,recognize Huaihe regulation,unite together to treat Huaihe,balance water resources utilization and flood prevention,combine treatment and utilization to keep sustainable development,rebuild relation between people and nature,resolve people and land problem,return land to river,return land to water,continuously adhere to overall planning as well as tackling the problem in an integrated and balanced way.
