天津市宝坻区农村人力资源开发问题与对策研究

摘　　要：阐述了天津市宝坻区农村人力资源开发的现状,分析了人力资源开发中存在的问题及成因,并提出进一步开发宝坻区农村人力资源的对策:设立教育特区,促进教育事业全面发展;创新农村劳动力培训方式,推广"培训券"等方法;以"宅基地换房",推进小城镇建设。The status quo of rural personnel resources in Baodi in Tianjin was studied.The problems and causes in human resources development were expounded.Countermeasures on developing rural human resources were proposed,such as establishing education special zone in Baodi district,innovating the methods of labour training,speeding up the construction of small towns through converting homestead to house project,aiming to accelerate the development of rural human resources in Baodi.
