基于EHR构建以人为本的伦教社区健康医疗保障体系

摘　　要：广东省佛山市顺德区伦教医院在建立居民电子健康档案系统,创建以人为本健康医疗保障体系的过程中,逐渐形成了以服务社区居民健康为根本,将居民和社区医生对于疾病的态度从"重治"转为"重防"。以充分有意义地使用EHR为主要手段,使得伦教社区居民有效预防各种常见疾病的发生,降低社区居民的医疗成本,优化卫生资源配置成为事实。使社区医院真正发挥了控制疾病发生发展、降低医疗费用、保障居民健康的作用。During process of Guangdong Province Foshan Shunde area the Lunjiao hospital to establish the resident HER system, the Lunjiao hospital has built a people-oriented healthcare delivery system, and has gradually forming the environment of serving the community＇s resident healthcare, and has changing the community doctor＇s ＆ resident＇s attitude from ＂value a treatment＂ to ＂Value a prevention＂. With well and meaningfully using EHR for main way, the Lunjiao hospital make this community＇s resident could to prevent various Common diseases effectively, and had cut the resident＇s medical cost to lower, and make the health resource arrangement turn to excellent. The conmmnity hospital has really developed the actions about ＂controlling disease occurs ＆ develops, making hospital costs to lower, guaranteeing resident health＂.
