摘  要:研究目的:分析土地督察对土地出让市场市场化的作用效果,为充分发挥土地督察制度效应,促进土地市场化提供参考。研究方法:固定效应模型、随机效应模型和混合OLS模型。研究结果:(1)土地督察对土地市场化具有显著作用,例行督察比专项督察的效果更优。(2)由于实行专项督察,2007年和2008年被督察区域土地出让市场的市场化程度提高了5.71%;2008年由于实行了土地例行督察,被督察区域比未实行督察时期提高了17.39%。(3)土地督察制度在一定程度上能够促进土地市场的发展,但是在强度和广度上还存在差别。今后还需结合土地市场的建设,借提高土地市场化程度的同时完善健全土地督察制度,使土地督察制度更充分地发挥制度效用,进一步促进土地市场化程度的提高。The purpose of this study is to analyze the effects of land supervision on the marketing level of primary land market in China. Method of fixed-effects GLS model based on provincial-level panel data was employed. The results showed that: 1 ) Land supervision did have effects on land marketing level. And the regular supervision had more significant effects than the specific supervision; 2) Because of the implementation of specific supervision in 2007 and 2008, the marketing level of the supervised area increased by 5.71%. Furthermore, the regular supervision in 2008 led to the increase of marketing level by 17.39%; 3) the regular land supervision enhanced the development of land market although there were the differences on intensity and diversity due to the features of regular and specific land supervisions. The paper concluded that it was necessary to enhance the policy effect of land supervision through the development of the land market, and it therefore could further enhance the development of land market.
