摘　　要：研究目的:为在村级土地利用规划中科学地划分土地利用分区,有效落实规划任务、实现规划目标。研究方法:综合归纳法和案例分析法。研究结果:构建了由产业功能区与用途管制片构成的两级分区体系,初步确定分区类型,提出公众参与式分区方法。研究结论:两级分区类型体系既能服务村域产业发展,又能与上一级土地规划相衔接,有利于实现土地组织利用、生产经营管理和土地利用管理的一体化;公众参与式分区有利于提高公众认可程度,保障分区方案顺利实施,促进村内民主化、透明化、科学化土地利用管理体制构建。The purpose of this paper is to explore the scientific categories and methods of land zoning at village level in order to effectively implement the planned tasks and achieve the planned aims. Methods employed included induction, deduction and case study. The results indicated that a two-level land zoning system were established, which consisted of industrial zones and land use control zones. The categories of land zoning were preliminarily proposed. Furthermore, the public participation methods were also developed. It was concluded that 1 ） the two-level system could integrate the land use, production management and land use management through its easy coordination with the land use planning at higher level; 2） the proposed public participation method which could further ensure the smooth implementation of scientific land use management system at village level. at village level could enhance the acceptance of farmers, the planning, and result in a democratic, transparent andscientific land use management system at village level.
