摘　　要：企业作为技术创新的主体是市场经济和科技发展的内在规律要求,也是推行自主创新的国家战略、实现国家科技创新体系、提高国家竞争力的重要途径。论文首先从理论上建立了一个对以企业为主体的技术创新体系进行判断的体系,然后运用统计数据及制度分析方法对我国以企业为主体的技术创新体系进行了基本判断,分析以企业为主体的技术创新体系存在的主要问题。论文得出一些有益结论,并给出了相关对策建议。Enterprises is the mainstay of technology innovation, which is required by the internal laws of the market economy and technology development. That is an important way to implement the national strategy of independent innovation and achieve national technology innovation system. This paper constructs a theorectieal judgment system to justify technology innovation system based on enterprises, and makes a basic judgment on China＇s technology innovation system based on enterprises via employing statistical analysis and institutional analysis approaches. It also analyzes the main problems exist in the enterprises-oriented technological innovation system. The paper comes to some useful conclusions and proposes reasonable suggestions.
