摘 要:风电接入电网的影响具有双重效应,因此,含风电的电力系统的备用容量配置需要综合考虑风电正、负效益才能得到合理的结果。此外,风电作为电源具备提供备用的能力,在确定备用时也需要考虑。文中首先分析了风电接入对电网的影响,然后建立了综合考虑风电节能环保综合效益和风电提供备用可能性的机组组合模型。接着通过一个具有风火互济运行典型特征的仿真算例,对几种不同备用容量确定方案进行了对比分析。最后围绕不同风电消纳原则、风电提供备用容量的可行性等问题,讨论了风火互济系统中的旋转备用确定方式,并提出了适合中国风火互济运行系统的风电消纳模式建议。The impacts of wind power integrating into power systems has a dual effect.The positive and negative benefits of wind power should be comprehensively considered,thus can get the reasonable reserve requirements allocation results of power system with wind power.Moreover,as one type of generations,wind power can be used as a spinning reserve provider,and it needs to be considered in the determination of spinning reserves.This paper first analyzes the impacts of wind power integration on power system operation,then formulates a unit commitment model that captures the comprehensive benefits of wind power on system economies and CO2 emission reductions.Furthermore,a simulation system characterizing features of the wind-thermal power systems is adopted to analyze and compare several methods for the determination of spinning reserves.Finally,focus on the concerned questions in practical systems such as the impact of different wind accommodation options on the system economies and CO2 emission reductions,and the feasibility of wind power as a spinning reserve provider,the methods suitable for the determination of spinning reserves in wind-thermal power system are discussed,and suggestions on wind power accommodation in wind-thermal power systems are also proposed.
