中国低碳科技公共服务平台构建研究

摘　　要：在全球气候变暖背景下,构建中国低碳科技公共服务平台对于提升低碳科技创新能力、发展低碳经济、促进发展方式转变具有重要的战略意义和现实紧迫性。中国低碳科技公共服务平台建设还不够完善,社会认知度不高,对低碳科技创新的拉动作用还不够明显。构建低碳科技公共服务平台应从经济、技术、制度、文化等多方面寻求发展路径,主要包括增加政府科技投入,构建多元化的投融资体系,发挥科研院所的低碳知识生产作用,优化机制,构建国家或区域低碳创新系统,形成应对全球气候变化的社会共识,构建低碳科技创新与服务文化环境。The low-carbon technology innovation is the key to the implementation of the scientific outlook on development,to the realization of energy conservation and emission reduction,and a low carbon economy development.To promote low-carbon technology innovation,we need to build a perfect public service platform of the low carbon technology.In China,the construction of the public service platform of low carbon technology lags behind,which is mainly due to the following problems:inadequate investment,relatively weak resources conformity ability,imperfect technology system,and lack of low carbon professionals,etc.The construction of the public service platform of low carbon technology can be achieved by improving ideology and overall planning,increasing and diversifying investment,integrating resources,and by optimizing national and local low-carbon innovation system,etc.
