后新公共管理视角下基层政府社会管理问题研究

摘　　要：后新公共管理理论致力于构建无缝隙公共服务组织模式、完善公众参与机制、提升政府公共价值观及政府生产力,其理念与服务型政府的理念不谋而合。本文通过分析中国基层政府社会治理存在的问题,提出应借鉴后新公共管理理论来构建服务型的基层政府,从而提高基层政府的生产力。Post-new public management is committed to building a seamless public service organization mode, im- proving public participation mechanism, and enhancing the government＇s public values and government＇ s productivity. The key idea of post-new public management and the idea of service-oriented government are common. In view of the problems in social management of primary government, the paper proposes that we should draw lessons from post-new public management to construct service-oriented government and improve the government＇ s productivity.
