摘　　要：以村干部的立场为视角,本文试图探析当前村民自治运作的实际情况及面临的主要问题,研究样本来自华中地区某小镇的12个村庄。这些村庄的经验表明,经历环境变迁和政策调整之后,村民自治主要是围绕着计划生育、维持社会稳定、上传下达与协助政府开展工作、开展农村基础设施建设等内容开展的。转移支付不足以应付村组运作,农民难以整合以及实际运作中严重的形式主义是困扰村民自治发展的主要问题。By the perspective of the position of village cadres,this article attempts to Analysis the main problem and the actual operation of Villagers＇ self-government,the sample of the Analysis come from 12 villages that belong to one town of Chinese central.The experience of these villages have shown that,after environmental change and policy adjustment,the functions of village cadres now focus on Population control,maintaining social stability,Policy advocacy and expression of Farmers opinion,assist the Government to Implement Administrative work and to carry out rural infrastructure construction.Then,the transfer payments are insufficient to meet the operation of the village,the rural resident is difficult to integrate and the severe formalism of Daily management is the main problem of Villagers＇ self-government.
