摘　　要："十二五"期间是我国经济社会协调发展的关键时期,也是社会矛盾的凸显期和集中解决矛盾的攻坚期,家庭和社会组织功能的分化重组,城乡二元、区域梯度发展格局,就业、分配存在的结构性矛盾,以及社会阶层分化的不合理,使不同社会阶层和群体之间的矛盾和冲突激化,从而较易引发社会结构的安全危机。要确保社会结构的安全,就要改革分配方式,着力培育橄榄型社会结构;加大财政"民生支出",改善生存状态和权益保护状况,建立城乡一体化的社会保障体系;以制度创新弥合"城乡鸿沟",消除"阶层鸿沟"、"身份鸿沟",推动积极就业,促进社会公平正义;准确把握社会情绪,构建多渠道民众利益表达机制,建设全新的社会管理格局。Period of the ＂Twelfth Five-Year Plan＂ is our country the coordinate development of the economic society,also is the key period of social contradictions highlights period and centralized resolving contradictions conquer difficult times,family and social organization function of differentiation reorganization,dual,regional gradient development pattern,employment,allocate existing structural contradictions,and social stratum polarization of unreasonable,make different social strata and the contradictions and conflicts between groups,thus relatively easy cause opening-ups in social structure security crisis.To ensure the safety of the structure,then social reform,we will also featured distribution of social structure;Increasing ＂financial expenditure people＇s livelihood＂,and improve the living status and rights protection status,establish the integration of urban and rural areas of the social security system;With the system innovation fill up ＂gap between city and country＂,eliminating the ＂class divide＂,＂identity divide＂,promote the active employment,promote social fairness and justice;Accurately grasp the social mood,constructing the multi-channel public interests expression mechanism,construction of new social management pattern.
