摘　　要：社会安全是影响我国经济发展、社会稳定及构建和谐社会的关键因素,目前传统的社会安全体系受到了市场经济体制、社会转型、社会变革等各方面的冲击,社会安全面临的严峻形势越来越凸现出来,各种安全事件频频发生,给国家、社会和人民带来了重大的损失。研究社会安全首先需要准确界定社会安全及其服务的基本内涵,再分析当前政府部门在社会安全服务方面存在的问题及其形成的原因,在借鉴国外发达国家现金经验的基础上,进而提出解决我国社会安全问题的方案和措施,从而为政府提高社会安全服务能力提供可资参考的建议。Social security is the impact of China＇s economic development,social stability and the key factors in building a harmonious society,the current traditional social security system by the market economy system,social transformation,social change and other aspects of the impact of social security is facing increasingly grim situation stand out,all kinds of security incidents occur frequently,to the state,society and people have brought heavy losses.Of social security first need to accurately define the basic content and services,further analysis of the current government services in the social security problems and their reasons for the formation,drawing on the experience of developed countries on the basis of cash,and then propose solutions to our Social security programs and measures to improve social security services for the government ability to provide funding recommendations for reference.
