摘　　要：应对全球化风险,已经成为各国政府优先考虑的问题。当今中国的海外权益受到了越来越多的制约和消解,有的甚至被非法侵吞。维护国家海外权益,除了依靠传统的政府外交、军事手段之外,还应该不失时机地使用非政府力量和符合国际商业惯例的经济组织和相应的手段。世界范围内相互依存度的增加,使非政府行为体的作用越来越重要。国外使用民事性质的警察甚至军事力量的经验值得我们借鉴。我国的保安产业是维护国家海外权益的重要力量,应该在法律的支持下发挥其优势作用。《保安服务管理条例》需要进一步修改,政府要减少管制,增强保安产业市场主体的能动性,并使其能够逐步融合到全球化经济体系之中,为保卫中国的海外权益发挥作用。It has been the priority issue for every national government to respond to the globalization risk. Nowadays China＇s oversea interests are facing more and more constraints and collapse, some are even being illegally embezzled. In addition to relying on the traditional governmental diplomacy and military means, we also should seize the opportunities to use non-government forces and economic organizations that are in line with international business practices and the corresponding means to protect national interests overseas. The acceleration of worldwide inter- dependence makes the non-government organizations more and more important. The police and even the military power with civil nature employed abroad are great references for us. Our country＇s security industry is a key power to safeguard national interests overseas, which should play their strength with legal supports. Therefore, in order to make the security industry play a more significant role in defending China＇s interests overseas, the Security Services Management Regulations needs to be further revised and government intervention should be reduced to enhance the initiative of the security industry market major players, and to integrate them into the global economy system gradually.
