摘　　要：宋徽宗时代,是北宋社会救济制度发展的最高峰,居养院、安济坊、漏泽园等救助机构普遍建立,且有一套较成熟、科学的管理办法。这一时期社会救济制度的发展,无疑受到了宋徽宗君臣盛世情结的影响。在社会生产力水平较低和全社会财富有限的情况下,过度的济贫措施,会产生一定的消极作用。In Huizong of Song, social relief developed to the peak, social relief institution such as juyangyuan, anjifang and louzeyuan established, and created a comparatively mature and scientific management measure. In this period, the development of social relief was influenced by Huizong, who was eager to build a great reign. With the poor social productive force and limited social wealth, the excessive social relief might come into being passive effect on the whole society.
