扩权政策对县域经济发展的激励效应分析——以中国14个省份县域经济为例

摘　　要：利用14个不同省份273个扩权县进行"准自然实验".结果表明,扩权强县政策显著提高了县域经济的发展水平,政策激励提高了县域生产总值的5.7%;扩权强县政策为县域经济发展厘清了思路,扫除了障碍,取得了更多的发展权利,并在管理环节上减少了成本,提高了行政效率.In this paper, 14 different provinces, 273 extending power counties are conducted to ＂quasi-natural experiment＂. The extending power and strengthening counties policy significantly increased the level of the county＇s economic development. The policy incentives increase 5.7% of the county＇s GDP. The policy is found to clarify the thinking and removing barriers to achieve more rights for the county＇s economic development, reduce management costs, and improve administrative efficiency. This county policy provides a theoretical basis for further reforms to improve government departments for reference.
