台湾城市更新单元规划和启示

摘　　要：城市更新是在城市既有空间上进行的再开发和改造,由于涉及到原有建筑物和复杂产权关系,而开发难度较大。台湾地区自1998年出台《都市更新条例》以来,以城市更新单元为规划手段,大力倡导民间自主更新,以"多数决"和"权利变换"的手段快速实现更新单元内的民众产权整合,通过"容积奖励"、"税赋减免"等多种奖励机制鼓励民间开发,同时捆绑更新单元内市政、基础设施的回馈,在实现台湾的经济复兴、减轻政府财政负担、提升都市形象、创造高质量人居环境等方面取得了成效。台湾地区的城市发展背景同大陆有很多相似之处,对于当前快速城市化过程中出现的可建设用地紧缺,以及旧城再开发、"城中村"改造等问题具有重要的借鉴意义。本文在对台湾城市更新单元规划的起源与发展、主要内容和机制作了相关介绍的基础上,基于社会公平的视角提出对我国城市更新的建议和主张。Urban renewal is the re-development and transformation in the existing urban space,as related to the original building and the complex relationship between ownership becomes quite difficult.＂Urban Renewal Act＂was published in Taiwan in 1998,using the urban renewal unit planning to promote private self-updated,by the means of the＂majority vote＂and the＂right change＂to Quicken the integration of the urban renewal unit,through＂volume incentives＂,＂tax relief＂and other incentives to encourage private redevelopment,at the same time tied the infrastructure update in the municipal unit as feedback,to realize Taiwan＇s economic recovery,ease the financial burden,improve the city image,and create high-quality living environment and achieved good results.There are many similar background of urban development between Taiwan and the mainland.It is an important reference to the mainland with the current process of rapid urbanization in China,the shortage of construction land,the Old Town redevelopment,＂Villages＂and other issues becoming more and more serious.In this paper,through the introduction of the origin and development,main contents and related mechanisms of Taiwan＇s urban renewal unit plan,to propose based on social equity China＇s urban renewal policy advisement.
