各国高端科技人才资助计划管理浅析

摘　　要：当前,高端科技人才受到很多国家的高度关注,一些国家针对高端科技人才出台了专门的资助计划。本文主要分析这些资助计划的管理制度,从而为我国提供借鉴。研究结果表明,各国高端科技人才资助计划资助强度大、资助时间长;选择标准主要关注项目申请人科研能力的卓越性,有些同时也关注申报项目本身的先进性;最重要的产出目标是科研团队建设和后备人才培养;项目的过程管理相对比较灵活。Nowadays, many countries put high-level scientists development as a high priority in their science and technology development strategies. And some countries develop specific funding programs for high-level scientists. The management of these programs is analyzed in order to provide references for China. Results reveal that the funding level per grant of those program is high and funding period is long ; the selection criteria include the excellence of the scientists （some including the excellence of proposed projects） ; the most important output of the program is the development of a world-class team and potential excellent scientist ; the procedure management of the program is flexible.
