论乡镇政府政策执行力提升的伦理意蕴

摘　　要：我国已将保障和改善民生作为加快转变经济发展方式的重要支撑。这要求乡镇政府的政策执行必须体现"公平正义"、"以人为本"、"德法并举"和"责任民生"。当前,乡镇政府政策执行伦理的缺失主要表现为公平正义缺失、以人为本缺失、民主法治缺失和责任民生缺失。我们可以通过营造先进的执行力文化、重塑官员道德、完善道德约束机制、构建制度伦理和实现行政道德制度化等途径来提升乡镇政府政策执行力。Our country has already regarded the guarantee and improvement of people＇ s livelihood as a key support to speed up the transformation of economic development mode. The strategic policy brings about new challenges to the management of township government, especially making its policy implementation much tougher. So it requires that fairness and justice, people - oriention, democracy, morality ＆ law, and responsibility for people＇ s livelihood should be reflected in the course of policy implementation, but presently, the township government lacks above - mentioned ethics. We may find out some ways to enhance the policy execution of township government, for instance, creating advanced execution culture, remodeling officials＇ ethics, perfecting moral restraint systems, building administrative ethics and achieving administrative moral institutionalization
