摘　　要：本文提出了公共危机的治理理论,针对中国政府传统应对危机的社会政治动员和政府行政管控的机械管理模式,条块分割组织体制、被动撞击式和事后救火式的应急机制以及缺乏长效的政府-企业-社会战略合作伙伴协同应急的公共行动网络,指出中国在公共危机方面的应急管理亟待特别设立专门法律程序。并结合我国将进入社会管理体制和机制全面转轨的新契机,创新政府-非政府-企业-社会整合的危机管理体系和应急行动的组织模式,围绕危机治理体系提出重点发展战略,以建立全社会整体联动的公共危机治理网络。In this paper we put forward the public crisis governance theory.As responding to a crisis,the mechanical modes of management such as social and political mobilization,administrative control and the passive latter-wit emergency response mechanism,can no longer work effectively.Today＇s emergency response mechanism lacks a long-term government-corporate-social strategic partnership collaborating network,which calls for collaboration from multiple government sectors.With the construction and innovation of Chinese social management,it is essential to strengthen the supervision from an independent third-party,the public as well as an active collaboration of the whole society.As a new crisis management strategy,it is necessary for China＇s local government and the public to found very special legal procedures and a new and innovative crisis management system including emergency action plans,in order to establish a public crisis management network in the whole society.
